Mr. Wright directs the sampling programs for SDWA, RCRA, CERCLA and NPDES permit requirements. This involves the completion of chemical monitoring work plans in support of permit compliance for the identification of sample locations and protocols. He coordinates sampling and laboratory services for the analysis of storm water runoff in the determination of watershed non-point source contamination, and his experience includes providing these services for the first TMDL watershed study in New Jersey. Mr. Wright prepares data bases for assessment and evaluation of laboratory results. He has completed pilot studies to identify process modifications for increasing efficiency, capacity and performance of wastewater treatment. He supervises Chemical and Biological Assessments teams for NPDES permit compliance. Mr. Wright has provided assistance in laboratory data and sampling protocol evaluation for litigation support and provided services as an expert witness in civil and criminal cases.
Mr. Wright provides technical support for modifications of NPDES permits including draft permit review, calculation of Local Discharge Limits and pollutant loading analysis for POTW Industrial Pretreatment Programs. His experience includes completion of ammonia toxicity study requirements and determination of Whole Effluent Toxicity limitations for NJPDES permit modifications. In addition he has performed remedial soil investigation in accordance with New Jersey Administrative Codes (7:26E, Technical Requirements for Site Remediation), completed local, state and federal applications for water allocation, land use and waterfront development and provided technical assistance to potable water purveyors for compliance with EPA Safe Drinking Water requirements.
As an expert in environmental laboratory operations, Mr. Wright has served as the ACIL National Representative to the NJDEP Environmental Laboratory Advisory Committee (ELAC) and performs audits of environmental laboratories for internal evaluation of compliance with state and national regulations. He also has contributed to laboratory design for the expansion of several NJDEP certified laboratories, provided technical assistance for staffing of certified laboratories, designed internal protocol for quality assurance and standard operating procedures, and provided technical assistance for start up operations of a Safe Drinking Water laboratory. In addition, he assists industrial and municipal clients with selection of qualified laboratories and reviews laboratory procedures to determine defensibility of results within certification requirements
Previously, Mr. Wright developed an environmental testing laboratory from a start-up operation to a certified facility with a technical staff of thirty scientists. Experience included management of all laboratory services including marketing, administration of contracts, method development, data reporting, quality control, certification programs and personnel. Responsibilities involved coordination of all laboratory projects including sampling and analysis of wastewater treatment operations, groundwater, leachates, process water, potable water, sludges and soils. His experience includes extensive supervision of NPDES, RCRA, CERCLA, OSHA, IRSA and Sludge Quality Assurance (SQA) projects. He has more than twenty years of hands-on experience with environmental testing methods including Gas Chromatography (GC) and GC/MS.
As Director of a certified laboratory his responsibilities included project management of commercial, industrial, municipal and government contracts. He supervised and trained laboratory technicians and assistants; contributed staffing and material plans for client proposals, coordinated sampling and supervised the writing of technical reports. Mr. Wright performed a wide variety of analytical work and developed methods using IR, AA and Technicon & Skalar Analyzers including repair, maintenance and test mode changeovers. His experience includes the use of personnel samplers, industrial hygiene sampling and analysis, and various types of discrete auto-samplers. Mr. Wright’s extensive on-site field sampling and analysis experience includes stack monitoring, and testing at off-shore oil drilling platforms.
